T. Horton James, or Thomas H. James was, according to the cover of the 1931 book, the personal investigator for the mayor and the chief investigator for the police commission.  Frankly, its unclear if he was a Los Angeles Police Officer, or some other type of city employee.  Contact the editor if you have information.
